Remodeling contractor in Oak Park, IL

Permits in Oak Park
Building permits come from the village's Development Customer Services Department. Applications are filed online through the VillageView portal, and the village aims to send review comments within five working days. Your application is also routed to the zoning administrator and to historic preservation staff, so one submission starts all three reviews.
Oak Park also requires contractor registration. Under the contractor registration article of the Village Code, Chapter 7, Article 0, a contractor doing work that needs a permit has to register with the village, and no permit is issued until that is done. Registration lasts one year. We register before we pull, and we handle the permit and the inspections from there.
Any exterior work needs a plat of survey from an Illinois registered land surveyor showing every structure and the setbacks. Interior only jobs are exempt from that, which is one more reason to keep a kitchen or bath inside the walls if you can.
What the houses are like
The Historical Society of Oak Park and River Forest puts almost all of the village's housing between 1892 and 1950. The village's 2024 Strategic Vision for Housing counts about 8,622 single family homes and 5,267 apartment and condo units built before 1940. That is 60 percent of all homes here, against 21 percent across the Chicago region.
The styles sit next to each other on the same block. The village's preservation guidelines list Queen Anne, Stick, Italianate, Shingle, Tudor Revival, Colonial Revival and Craftsman houses alongside Prairie School work, and they credit Wright and his circle with the American Foursquare. Gunderson built rows of Foursquares and two flats south of Madison Street, and brick apartment buildings line many streets in the Ridgeland Oak Park district.
Kitchens and bathrooms in older Oak Park houses
Oak Park has a local rule that catches people out. If more than half of the plaster or drywall wall surfaces in the house are stripped to the studs and replaced, or the work area is more than half the building, the village requires an NFPA 13D residential sprinkler system throughout. We plan demolition so a kitchen and bath refresh does not tip over that line by accident.
Houses this old were painted before 1978, so lead safe work practices apply when we open walls. Where fixtures are added, the village wants a water service and meter size calculation with the permit, and the Illinois State Plumbing Code governs the plumbing itself.
Basements and sewer backup
Oak Park runs a combined sewer, so storm water and sanitary flow share the same pipes. In the very wet years before 2012, the village's water and sewer superintendent said basement backups were concentrated in the northeast and northwest corners of the village. The village's capital plan funds relief sewers to cut the frequency of backups into basements, but it does not make your floor drain safe tomorrow.
New one and two family homes with basements must have an overhead sewer under the village's residential code amendments. For an existing house we look at backflow protection before we finish a single wall. Turning unfinished space into living space is treated as reconstruction, and that brings in the emergency escape window rules.
Additions and lot rules
Under the zoning ordinance adopted in 2017, minimum single family lot sizes in the residential districts run from 3,500 square feet up to 10,000 square feet on the estate lots, and building coverage caps run from 35 percent to 60 percent depending on the district. Detached accessory structures such as garages can cover no more than 20 percent of the lot.
Drawings for any residential addition must come from an Illinois licensed architect. An addition bigger than half the existing house triggers a sprinkler system throughout. The village may ask for a soils report near the north end of Ridgeland Avenue, the old Lake Michigan shoreline, and footings go to the 42 inch frost depth listed in the local design criteria.
Historic districts and exterior work
The Frank Lloyd Wright Prairie School of Architecture, Ridgeland Oak Park and Gunderson historic districts are all locally designated and on the National Register. Exterior changes visible from the street in these districts go through historic review. Staff handle most cases, and the village says nearly 95 percent of projects never reach the commission.
When a project does go to the Historic Preservation Commission, it meets monthly, so plan on roughly thirty days. Removing street visible windows or doors on a contributing building counts as demolition and needs a Certificate of Appropriateness. Additions are expected to sit at the rear or side.
Pools
Oak Park has adopted the International Swimming Pool and Spa Code, but the zoning ordinance text we reviewed has no section written for backyard pools, and most lots are small. If you are set on one, start with the zoning administrator before anyone prices it.

I live in the Gunderson district. Can I add on at the back?
Usually, but it is reviewed. The guidelines ask for additions at the rear or side so the original house stays the main thing seen from the street. Work not visible from the street can often be approved by staff.
Will a gut kitchen remodel make me install sprinklers?
Only if it goes past the village's 50 percent tests, measured across the whole house: wall finishes stripped to the studs, or work area. A single kitchen rarely does on its own, but a whole floor renovation can.
